The question of war and peace is crucial for our era. Thermonuclear weapons and super- range means of delivery have made each and every corner of the world vulnerable to the havoc of war. Since, as people well realize, a new world war would cause global devastation, the need to prevent a military clash is the concern of every nation.

Even so, the militarist, aggressive policy of the imperialist states is hindering a détente and crimination of the threat of new wars.
